Or did you buy the Deluxe at Costco that is the combo version and has a state program included, and then bought a second state program for a different state? If that's your situation, then it's the second state program that is 39.99. (When needing a state program, it's cheaper to buy the Deluxe combo version which already includes the first state program.) So if it is the version without one, the first state program would be 39.99. It should say on the box and CD (if applicable) whether it includes state returns or not. Which one did you buy? Did you buy the Deluxe Federal-only version that does not have a state program at all and then bought a state program (South Carolina) for 39.99 to add to it? If you paid 29.99 at Costco for Deluxe that suggests your Deluxe did not come with a state program, but obviously we can't see which one you bought.
